July 2021 – New Local Housing Allowance Exemptions for Domestic Violence

In last year’s budget the government announced measures to exempt care leavers aged between 22 and 24, rough sleepers under 25 years old and victims of domestic violence and modern slavery under 35 from restrictions in Local Housing Allowance and Universal Credit that limit support to the cost of a room in a shared house.

While the additional support to expand existing exemptions for care leavers and former residents of homeless hostels has been brought forward and made available from 31 May 2021, the new exemptions from the shared accommodation rate for victims of domestic violence and modern slavery have not. These measures are still due to come into force from October 2023 on the grounds that more significant amendments to legislation as well as local authority and universal credit IT systems will be required.
