June 2023 Health Assessment Reform

Four years ago the Department of Works and Pensions (DWP) announced the formation of the Health Transformation Programme designed to merge the medical assessments for Employment Support Allowance, Universal Credit and Personal Independence Payment into one unified service.

The DWP has now confirmed which agencies will be responsible for running the programme in all but one of five regional locations. They are:

North England and Scotland: Maximus UK Services Limited

Midlands and Wales: Capita Business Services Limited

South East England London and East Anglia: Ingeus UK Limited and

Northern Ireland: Capita Business Services Limited.

The contract for the South West is yet to be decided.

The contracts will run from 2024 to 2029 and providers will work with the DWP to develop personalised conditionality due to replace the work capability assessment as outlined in the governments Health and Disability White Paper. The DWP has also confirmed that it will begin testing the matching of individual primary health conditions to specialist assessors, who will have training to specialise in the functional impacts of specific health conditions later this year.
