June 2023 New Assessment of Care Services to be Piloted

The Care Quality Commission (CQC) has confirmed that it is testing a new framework in three pilot areas for assessing how well councils are performing their Care Act 2014 duties. The pilot areas are Birmingham City Council, Lincolnshire County Council and Nottingham City Council.

The CQC states that the pilots are expected to start in May and are a key activity to ensure that the approach to local authority assessments is as meaningful and effective as possible. The draft local authority assessment framework sets out three quality themes that will be assessed under the new scheme:

Working with people - covering areas including assessing care needs and the planning and reviewing of care

Providing support - covering matters including commissioning services and workforce capacity and capability and

Ensuring safety in the system - covering areas such as safeguarding and continuity of care.

For each local authority in the pilot, the CQC will provide a report and indicative scores for all the quality statements and an overall rating. The CQC confirms that learning from the pilots will be incorporated into its formal assessments which will start later in 2023.
